Part of our HC meeting includes 15 minutes on relevant sections of the manuals. That helps a lot. 

It is a two hour meeting, twice a month.

M Priesthood callings and releases usually happen in quorum/group, but it can be done in Sac if necessary. But it should be done by the stake, not the ward leadership.

Same with my first Ward after I converted. It was in a rural area (non-mountain west) we all met together.

yep!!! the bishopric counselor did it, even though a HC was there in the congregation. I know the previous EQP was sustained in sacrament mtg, the Bishop didn't realize it was bad until he read the handbook later, and in that instance the HC was also there and he didn't catch it either.

My first calling in the church was as an adult gospel doctrine teacher to the "young marrieds" and I was less intimidated by that than the idea of a primary calling.

 I had no idea of how to relate to kids.  Now after 4 grown kids and grandchildren, I would LOVE to have that calling!

I did not grow up an only child, but I did grow up in a small fundamentalist Baptist Church who had no teaching for children. I had to attend another larger Church to even know what a Sunday School class was like.

That should not have happened.  As you say, and Happy Jack confirmed, MP callings and releases should take place in quorum meetings and is handled by the stake.

The difference is that the Lord asks for His house to be a house of order.  (D&C 88:119) 

We are also expected to know what our duty is and do it.  (D&C 107:99)

On a practical level a person who is released is released, regardless of who announces what or if it is or isn't announced.  But I think that the Lord expects us to administer the affairs of His kingdom in the manner which He was revealed and we have been taught by our leaders.

I get the feeling, Duncan, the leaders of your leaders (stake level, maybe even area) don't spend much time emphasizing familiarity with the manual and thus your leaders ignore it as too much hassle.

i'd say so!! hahahahaha! Our Stake President has never been on a high Council or in a Stake Presidency prior to being the Stake President. He'd only been a Bishop a year and a half before he got called to be the SP. The learning curve is almost straight up!!! he is a fantastic man though! Out of all the men interviewed, i'd say he was the most qualified, even though others had been in high council, stake presidency, bishoprics for years and years.

Agreed, he told the Quorum that all the new leaders would be set apart at 1:45 (45 mins after our Ward meetings end) and he and the Bishop left the meeting. The Bishop and counsellors to the Young Men, the HC, I have no idea where he went.

I've served on the high council for 5 years and am currently serving in the bishopric for the second time.  Even though I've extended a number of callings and releases over the years I'll still refer to the chart of callings in Handbook 2 to make sure things are being handled by the correct person.

Our relatively new Stake Preisdency were all Bishop's until called. Two of whom I have known since teenagers, when my wife and I were connected with Ym and YW, and one newly married when I was in the Bishopric. However, our new Stake President has accepted a new job 2.5 hours away, and his first counselor is running the show for the most part. I will be surprised, if this Sunday at Stake Conference we will not have a new Stake President. This has of course added to some confusion.

We got a new EQ President who is a High Priest from being in the Bishopric a few years ago, and a High Council member after that. We all met together and I didn't hear any grumbling, but I don't hear well anyway. We'll see what happens next week when the Counselors are called. I guess I am released as 4th Sunday HP instructor, though. That's fine with me. The wife and I are on a Stake Mission for the next two years and she got released from teaching Primary.

You think that was bad...

When I was called as a new branch president, I needed an Executive Secretary, so I just called one.  We sustained him in sacrament meeting when a high councilor happened to be present.  Well, HE was certainly surprised!  Since that's supposed to be approved, and called, by the Stake.  In this case, they approved him retroactively, but I got my first taste of the need to RTFM!

President is a high priest former young men’s president.

1 counselor elder former elders quorum president.

2 counselor is a high priest former 2nd high priest group assistant.
