Sanctification Through Tithing

I been reading the LS manual for this year and looking up a few scriptures. President Snow mentioned how paying tithing will sanctify the land. And I just read D&C 119:6

"And I say unto you, if my people observe not this law, to keep it holy, and by this law sanctify the land of Zion unto me, that my statutes and my judgments may be kept thereon, that it may be most holy, behold, verily I say unto you, it shall not be a land of Zion unto you"

What does this mean? How is the land sanctified to become Zion because we pay our tithing? This is a new concept for me.

The concept is not an altogether new one, in fact if one reads closely the following promises it may explain things better:
"Will a man rob God? Yet ye have robbed me. But ye say, Wherein have we robbed thee? In tithes and offerings. Ye are cursed with a curse: for ye have robbed me, even this whole nation. Bring ye all the tithes into the storehouse, that there may be meat in mine house, and prove me now herewith, saith the LORD of hosts, if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough to receive it. And I will rebuke the devourer for your sakes, and he shall not destroy the fruits of your ground; neither shall your vine cast her fruit before the time in the field, saith the LORD of hosts. And all nations shall call you blessed: for ye shall be a delightsome land, saith the LORD of hosts." (Old Testament | Malachi 3:8-12)
While breaking the commandments bring curses keeping them brings blessings as also was taught in the Book of Mormon:
"And behold, all that he requires of you is to keep his commandments; and he has promised you that if ye would keep his commandments ye should prosper in the land; and he never doth vary from that which he hath said; therefore, if ye do keep his commandments he doth bless you and prosper you." (Book of Mormon | Mosiah 2:22)
Now these promises are not far off from the land being sanctified for our sakes. We are blessed or cursed according to our faithfulness in keeping HIs commandments.

In the actual case of President Snow, paying tithing obtained for them the blessings of rain so that their crops would grow. (See "windows of heaven" which I thinks is available at lds.org nowadays.)

Your quoted reference to the Old Testament has an equivalent in the Book of Mormon in

3 Nephi 24:11. "And I will rebuke the devourer for your sakes, and he shall not destroy the

fruits of your ground; neither shall your vine cast her fruit before the time in the fields,

saith the Lord of Hosts".

Were the Nephites permitted to drink wine, sell it to non-Christians, or both?

It is a venerable Old Testament concept which I'll expand on.

Not sure what this point has to do with the OP however the Book of Mormon does mention the following:
"THE manner of administering the wine—Behold, they took the cup, and said: O God, the Eternal Father, we ask thee, in the name of thy Son, Jesus Christ, to bless and sanctify this wine to the souls of all those who drink of it, that they may do it in remembrance of the blood of thy Son, which was shed for them; that they may witness unto thee, O God, the Eternal Father, that they do always remember him, that they may have his Spirit to be with them. Amen. (Book of Mormon | Moroni 5:1-2)
Apparently they used wine in the Sacrament so apparently there was no prohibition mentioned, now if they had a form of the Word of Wisdom and the wine used in the sacrament was unferminted is not known. The point being for our dispensation wine and strong drink is prohibited by revelation to us. But this has as I have stated already nothing to do with the OP question.

Lightbearer mentioned in post #3 about God blessing and cursing the people, based on

their obedience and made a reference to section of Malachi 3 (which has an equivalent

in the Book of Mormon). So I was wondering if, in the context of 3 Nephi 24:11, the

Nephites were permitted to drink wine, sell it to non-Christians, or both.

I suppose they might have also tithed their wine unless they were only permitted to eat

the grapes.
