The body doesn't choose the head.  Callings are top down.  That's a universal priesthood practice, all the way from Deacons to the Godhead.  Quorums sustain their president but that president is called by a higher office than the quorum members.

The twelve don't vote for the next President of the Church.  God chooses (and has established the seniority rule unless the current President names a different successor).  All the 12 have to do is sustain.

Apostles have tried to bypass the President/Prophet before unsuccessfully and wound up excommunicated.

I wasn't talking about how it should be or not.  Just responding to the idea Scott mentioned that it was taught as a tradition. I was sharing how my experience differed from his.

Wasn’t Oaks called as an apostle at the same conference that President Nelson was?  How did they determine who was the senior  apostle?  Did he just happen to be set apart first that day?

yep, same thing as Presidents Kimball and Benson. not sure how they determined who goes first but what a difference it made though!

Don’t know if it as a factor, but Elder Oaks had to take a period to finish up some commitments as Utah Supreme Court Justice before h e could assume the duties of his office.

It appears that the older of the two is usually, but not always, announced and ordained first.

I know of no revelation commanding the current practice. For any change I would expect the whole Quorum would have to agree but it could be done.

Yes, part of it is length of time as an apostle, period. That is indeed one factor. But another factor is that the Quorum of the Twelve is equal in power and authority to the First Presidency. So.... when there is no First Presidency the Quorum of the Twelve is automatically the leading body in the Church. And that quorum's leader is whoever had been in that quorum the longest.
