I however don't think the content of the text supports the idea that it was anyone other than God. Jacob seemed to believe it was God. That limits the options as to who that personage was.

I've been thinking long and hard about what the text actually says there, and the only line in the text that comes close to suggesting God himself might have literally been there is in verse 30: "And Jacob called the name of the place Peniel: for I have seen God face to face, and my life is preserved." Here are a few of my thoughts about the evidence within the text itself: First, if Jacob was literally in physical contact with God like that, do you really think God would lose a wrestling match with Jacob and need to ask to be released (verse 26)? Second, compare Jacob's story in Genesis 32:24-32 with the story of Manoah and his wife and their experience with the angel of the LORD in Judges 13:2-6, 15-22. There are several interesting comparisons, but two are worth noting: 1. Both Jacob and Manoah ask to know the name of the person they are speaking to. Compare the answers: Gen 32:29 "And Jacob asked him, and said, Tell me, I pray thee, thy name. And he said, Wherefore is it that thou dost ask after my name?" Judges 13:17-18: "And Manoah said unto the angel of the LORD, What is thy name, that when thy sayings come to pass we may do thee honour? And the angel of the LORD said unto him, Why askest thou thus after my name, seeing it is secret?" The responses given to the question about their name in both accounts seem to show surprise at being asked the question (as if it were, "Don't you know better than that?"), and in Manoah's case he is told that the name is "secret". 2. Both Jacob and Manoah make statements about having seen God and remarking on their state of preservation (or fear of losing it), even after it is clear that Manoah recognizes that he was dealing with an angel of the LORD: Gen 32:30 "And Jacob called the name of the place Peniel: for I have seen God face to face, and my life is preserved." The distance from Salem (Jerusalem) to Haran is about 414 miles (665 km). Some people claim that Melchizedek is another name/title for Shem.

One other reference before I make my point: Rev 19 16 And he hath on his vesture and on his thigh a name written, King Of Kings, And Lord Of Lords. The reference to Jacob’s thigh like Abraham’s reference to his thigh really is a hidden description of a hand clasp in a covenantal setting. In Jacob’s case it was associated with him meeting with either Diety or His authorized representative; receiving a new name; setting up a stone /altar as a place of worship; receiving an ascension vision and even seeing heaven. How can this experience be anything other than Jacob’s endowment and not a literal wrestling match? 2

He didn't have to "live on the earth" in order to visit for the First Vision, for example. It was a visit. 1

We don’t teach multiple mortal probations (though there was a variation with at least Adam and Eve having immortal bodies prior to the world being created rather than being given them during the creation and putting them aside in the past, I believe that has been rejected by leadership) and we do teach the only way to receive a physical body is to be born on earth…though we don’t explain how God formed Adam and Eve’s Garden of Eden bodies, were they formed the way we are formed or were they formed in another fashion, God having the ability to construct bodies in other ways just as he has the ability to form an earth (which did not have a father and mother earth that sexually produced a baby earth). That is a fair question and Nephi answers it for us: 1 Ne 11:11 And I said unto him: To know the interpretation thereof—for I spake unto him as a man speaketh; for I beheld that he was in the form of a man; yet nevertheless, I knew that it was the Spirit of the Lord; and he spake unto me as a man speaketh with another. Seems pretty clear to me that Jesus was a spirit before he came to earth.
