Each time an Area Authority visits our ward / stake, it's a new person. Nothing wrong with that, I'm just curious about how it's decided - who travels to stake conferences.

Last stake conf, had a powerful Area Auth and his wife speak. Spirit was powerfully present. More present than the prior 2 visits by A A's.

Had another A A visit last Sunday - though no ward nor branch was being organized / new bishopric called. No new stake pres. called.

So - what's the deal? What's the procedure? Handbook?

The President of the Quorum of the Twelve makes the assignment for stake conferences.

Of the two stake conferences each year, the evident custom is for one to be presided over by the stake president, and the other by an assigned general or area authority. This varies. Last year, during the conference normally presided over by the stake president we had a member of the area presidency also show up for one of the meetings because a member of the general young womens presidency from SLC also showed up for a special youth session. 

As for other visits, it's much like a member of the stake presidency coming to visit a ward sacrament meeting during the year -- a ward he isn't a member of. Last Sunday our stake president (who is not a member of our ward) showed up. He usually attends our ward a couple of times per year -- but not more, because his second counselor is a member of the ward. I think he was there mainly because it was the first time our new elders quorum president was in charge of priesthood meeting.
