They are exactly the same scripture pages sold through LDS Distribution Services. The content is not different. This is done to allow them printed scriptures that are more convent for travel, though digital scriptures have really provided a very convenient way to travel with the scriptures. General Authorities pay extra for these bound editions.

I understand there are some wards and possibly stakes in the Church where General Authorities better not show up with digital scriptures or they will be barred from the chapel. 1

Funny that you mention it, Scott. We had an Area authority visit our ward a few weeks ago. He brought his iPad but when the Bishop explained the ward policy he borrowed a set from the Library and gave a wonderful talk. He even mentioned the blessings of sustaining our leaders. 2

If all I had with me were hard-copy scriptures, I would feel very insecure indeed to have the study helps taken out. I need the Topical Guide, Bible Dictionary, index, JST excerpts, etc. to help me find stuff on the fly.

To me it was an Area Authority showing respect for the Bishop's stewardship and calling. And I'm with you that GAs (and other leaders) show an incredible in depth knowledge of the scriptures. Had a Regional Rep back in the day and I swear it was like he had the standard works memorized! 1

If the fact of the policy showed up in a conversation and wasn't specifically targeted, it seems like simple respect by the AA. Even if the bishop explained the policy once he saw the use of the digital scriptures, it could have been in a conversation asking for advice "do you think it is a wise policy or should I trash it?". I don't see any reason to speculate that it was disrespect. 2

I’m reading posts I forgot that I had written. perhaps this is an appropriate place to mention that I was in elders quorum meeting a couple of weeks ago and was somewhat amazed when I looked around and observed there was not a single hard copy of the scriptures in the room. Each and every man in the class was using a smartphone or tablet or some other device. My, how things have changed in a very short period of time. As much as I share your concern for attention to detail and getting the small things right, do I misunderstand that they're simply rebinding existing sets rather than printing new ones?

No and they don't own the logo so they don't print it the same way. What may look like texts to us is actually the church logo. They don't have copyright rights to the logo. I read the whole thread of two pages. So just know that the proper abbreviation is LdS.
