Here are a couple examples of the peek-a-boo shoulder.  While I think the style is kind of funny looking, I don't think that it's immodest and for someone who hasn't been endowed, I don't have a problem with it.

Never underestimate the silliness of fashions.

Let the youth play peek a boo with their shoulders.  It's just another fashion fad that will fade with time.  It's better than the mid-riff that I wouldn't want my daughter (if I had one) to wear out in public.

This is a personal pet peeve of mine because i can't find jeans that don't have holes in them, and at 41 i have no desire to be this kind of trendy!

We have to order our sons' jeans online because stores don't carry their sizes (the waist to length ratios are rare). That's the only way to find jeans that fit them.

I have a theory about this.

When I was a kid in the 80s,  there was a family in my ward that encouraged their kids to always wear clothes that would be garment-friendly.  So while I was wearing tank-tops and muscle shirts in fourth grade, my friend always had to wear t-shirts.  And while my Adidas shorts were comfortably short and snug, his shorts were always "board" shorts that reached the knee.  Thank goodness Jams came into fashion by sixth grade.

I suspect this trend grew wider in the Church, and the perception (and definition) of "modesty" expanded from the traditional "don't wear bikinis or stuff that shows a lot of skin that might turn someone else on" to also include "wear stuff that would be garment friendly if you were wearing garments."

Over time, these two different definitions stopped being viewed separately.  So when we are told not to expose our shoulders, it's based on the idea that we shouldn't wear non-garment friendly clothes.  But since modesty more commonly (and obviously) relates to inciting lust in others, we somehow believe that someone thinks bare shoulders are lust-inducing. 

Oddly, this has apparently become an Article of Faith in the exmormon community, where the insistence is that all Mormons view bare shoulders this way, so they call them "porn-shoulders."   But sadly, a recent focus on "modesty" among the young women in my ward indicates they might not be too far off.

Anyhow, that's my theory.

Well I agree...I have learned to contain myself when young men take their shirts off to mow the lawn...it is hard..but I do okay...😎

On my mission, we had an older member who would mow the lawn at the meetinghouse, and in the summer he would sometimes just wear his garment top!
