Where does D&C say the first presidency dissolves upon the death of the president? Does the quorum of the twelve dissolve upon the death of its president? As far as I can tell, the first presidency dissolves upon the calling of a new president who calls new counselors. Then the others are released. The quorum of the 12 doesn't seem to have the power to call or release the President's counselors which were confirmed by the Church. D&C 107: 22 Of the Melchizedek Priesthood, three Presiding High Priests, chosen by the body, appointed and ordained to that office, and upheld by the confidence, faith, and prayer of the church, form a quorum of the Presidency of the Church. 23 The twelve traveling councilors are called to be the Twelve Apostles, or special witnesses of the name of Christ in all the world—thus differing from other officers in the church in the duties of their calling. 24 And they form a quorum, equal in authority and power to the three presidents previously mentioned.

It was three years between Brigham and Joseph, three years between John Taylor and Brigham, nearly two years between Wilford Woodruff and John Taylor. If ordination as President of the Church was required to exercise the authority in D&C 132:7 that would mean years where God had nobody on the earth in that position. Fortunately, as Elder McConkie points out, that is not the case. The priesthood authority passes automatically to the appointed successor. The calling as Church President can come later, and as both Brigham and Joseph showed they don't have to be the same person, even though they always have been.

Based on past performance, even non-members of the LDS Church rightly guessed who the next LDS President would be. When was the last revelation which trumped the default of seniority? If we ever get to the point where the Apostles actually get to choose the new prophet we will be Catholic. But the LDS Church voted [chose] to accept or reject Declaration 2 in 1978. Thanks, Jim
