Do you believe there has been divine approval for every change in policy over the history of the Church?

 

No.  Absolutely not.  Because inspiration and revelation are not the same thing.  And we are asked to accept that an awful lot of policy changes are inspired on pure faith with no evidence.  We can see a revelation (if allowed to) but we cannot see inspiration (although the Holy Ghost can provide a confirming witness).

More often than not I think we just assume inspiration and go on our merry way.

 

But it is still not our place to "steady the ark" as Nehor put it.
