Are service-only missions in addition to traditional proselytizing missions on the horizon?

This is a big jump in numbers of missionaries.  It's hard for me to see this happening.  As mentioned above, service missions aren't entirely new - especially among senior couples.  So, I don't see a sudden jump in senior couples deciding to serve because there does not appear to be a drastic change in their opportunity to serve a service mission instead of a proselyting mission.

If the additional 40k-60k come from young people, that's pretty astounding.  That means that Elder Davis believes that those serving missions will grow by roughly 50-100%.  Are there really that many 18-19 year olds whose desires to serve will change because they won't have to proselyte, or who currently have the desire, but are physically unable to serve?  Or, will the worthiness bar be set lower for those service missionaries, and open doors to young people who want to serve, but made mistakes in their past?
