I'm guessing it's because that's not how human civilization evolved. I don't think we evolve politically a lot different than we do scientifically, with people needing to stand on the shoulders of earlier "discoveries" to get to the next more enlightened level. The magna carta was signed in 1215 (or somewhere around that time I don't want to look it up) and that is what became the basis for the justice system that we use today. It was a bad king that lead to the magna carta. 1

Nevertheless, justice cometh to all in the end if not cleansed by the Atonement. I have no idea what He wants. Also some times destruction sounds kind of nice.

If it is about just facing opposition this planet makes a lot more sense. I think there is something to this theory. The following is inspired more by near-death experience accounts than by scriptural teachings, but it seems to me plausible enough to be worth posting: Imagine we were in a place where nobody was ever wronged so there was never anything to forgive. And imagine that, for whatever reason, we wanted to not only learn about but to actually master forgiveness. Perhaps we studied forgiveness in a class and, from the perspective of our free-from-opposition environment, it seemed that forgiving one another, and forgiving ourselves, would theoretically be a piece of cake. But we had never actually been in a situation where we needed to forgive what was done to us, or what was done to someone else, or what we had done to someone else, or what we had done to ourselves. And there just so happened to be this Telestial world under construction that would make a really, really good laboratory. So... here we are. I'm not saying this is the explanation for everything, but learning forgiveness (and whatever else) first-hand might be part of a path of progression that for whatever reason seemed extremely valuable to us from our pre-mortal perspective.
