Purpose of Temple Vip Tours?

Looks about the same, the one I just YouTubed were attached to a vacuum of some sort, looks like standard shop vac in one example. Same company makes at least one brand, Oster. However there are some attached to machines to do the carving that look slightly different, same principle though.
