He also talks about the PEF, Perpetual Education Fund. And I had no idea it was run like this. Maybe it's no big deal, but he mentions that the church doesn't touch the "principal" amount only the "interest" made off of the "principal", that is given out for school loans. And mentions that the loans need to be paid back with a small amount of interest, why interest?? Oh, well.  So that makes me scratch my head on it being right to do that. But what do I know about these funds.

I don't know the tax laws of every jurisdiction, but in some cases if there is no interest it could potentially be taxable as gift-income as well.

Whew!  I misread your post at first and had to do a double take.  I thought you said "tumor", and it came out totally different.

I'm not sure I put much stock in that denial, personally.  Yep, high school hi jinks;  pull the fire alarm and enjoy watching what happens, but later deny, deny cause they don't want to get in 'trouble', imo. I think there's probably only a very small group of likely culprits who would think this was a wise use of time and who have the attention/connections to get traction as quickly.  Maybe if he could tell where he found it 'floating about'.

No worries, I think you gave a starting point to possibly figure out who did it. The question I have is this. Who has been linked to this kind of activity in the past? I'd say they are the likely culprits to consider first rather than think this is the work of a newbie. And I'm certain some of their friends know who did it.

Several days ago a friend attempted to track it to its origin and the earliest post he could find was a tweet iirc from a brother mike, who claimed author unknown. I have no clue who brother mike is. 
 

Again iirc, the person who did the PH letter for an April Fool joke came forward, but I can’t remember his name and don’t have time to research right now. He came forward pretty quickly and iirc apologized because some believed it was true.
