Assertiveness And Disobedience-Is There A Difference?

if my quorum president or Bishop or Stake President or whoever asks me to do something and I say no, I can't do that am I being assertive or disobedient? is there a difference?

We are a volunteer church; we have the ability o refuse to accept a calling. Such an decision is not disobedience and has nothing to do with disobedience. It may indicate that we are not valiant or a number of other things, but it does not indicate that we are disobeying. If our Father in Heaven told you to do something and we said no, then you  would be joining a number of OT prophets in refusing to follow God's command....which has some consequences.

I have said no to quite a few requests.  I explain limitations and why I am doing so and no one has ever blinked an eye or counseled me I needed to rethink my priorities (kind of hard to argue with "if you want me up on the stand at that time of day, you better have a barf bag available" though ).

Depends on what you're being asked to do. If it's a youth campout and you can't because you've got to go visit your sick mother that weekend, the assertive. If it's to stop taking the priests quorum out to bars to pick up girls on a sat night I'd go for disobedience.

Yes, there is a difference, and you can be just as assertive in obeying as disobeying. Let your conscience be your guide! If you are doing your best with what you've got, and turn out to be mistaken in your assessment, the Spirit will help you learn from that and repent.

Could be either or neither.   You are entitled to seek your own inspiration that the request is of God.   And you have agency to apply the counsel as you understand it applies to your circumstances, even when you agree it is inspired.
