Certainly no one is looking over their shoulder 24/7. They have many rules they are asked to follow but very few rules that they are forced to follow. They must choose for themselves. It's not like missionaries can't easily call home if they want to. Every missionary on my mission had access to a phone in the privacy of their apartments that they could call home on at any time. Every missionary right now with access to a cell phone or an apartment phone (or even just a pay phone) has the same ability. The only restriction is that they are asked not to do so. That's it. 2

I'm sure many think that, perhaps only because they are not set up with an email account, but that wouldn't mean they would be right to assume that. It could be simply because their leaders did not set that up for them, or give them instructions on how to do it. But sure I'll ask them what they think about that and why they think whatever they think. I'm sure they have some reasons for why they believe what they believe about that. If possible I'll even ask then to show me a written comment from one of their leaders or whoever it was who gave them the idea they chose to believe.

Here's an article that explains it a little more... Technology on a Mission Alyssa’s iPad came with a few ground rules, such as committing to posting gospel-related topics only, and when communicating with investigators and members to have her companion’s eyes on her screen and likewise committing to watching her companion’s communications. The iPad came with pre-loaded apps, and when considering the mission rules, none were problematic when compared with the amazing benefits of having technology tools to aid missionary work. I'm pretty sure the missionaries think they can't use their iPads to email friends and family because they've been told "Don't use your iPad to email friends and family" and the software to do so has been disabled. 1
