FWIW. My brother in southern CA is having a very different experience. Somebody called the cops because he was washing his truck outside his house with his wife and children. What can I tell you? The beaches were closed until this week. 1

Governors have closed borders against other states due to disease. That power to restrict travel has been upheld by the Supreme Court. The power has been exercised by governors since the late 1700s and upheld by the Supreme Court since the early 1800s (earliest case I found anyways).
