Fair enough, I overstated.  But your point is fascinating.  Are children under 8 actually 100% sinless?  It would seem not.

Children are not accountable to the Lord for their actions until they are 8.  Those who are not accountable, while they can do wrong, cannot sin.

Anyone with basic reading comprehension.  

For example having authority vs being commissioned simply refers to the manner of ordination.

I think anyone with basic reading comprehension will acknowledge that the Church has been in apostasy since we stopped baptising as a testimony that we will serve the Lord until we are dead as to the mortal body and instead started baptising in the name of the Trinity. No wonder we no longer experience the forgiveness of sins or the companionship of the Holy Ghost.
