Of course not. The policy doesn't exclude from participation, it only excludes from ordinances and privileges of full fellowship (thus the ostracism).

People on this board are accusing members of the church of child abuse, specifically caused by the new policy. I haven't seen it, can you provide an example? No more crass or disgusting than the insinuation or overt accusation that prophets and apostles of God are abusing children through a handbook update. We are talking about little kids..any child abuse would only be teaching you kids that it is okay to ostracize someone..that you are better than they are. It is abuse to teach a cild something like that.

Elder Oaks indicated that such ostracism can be psychological abuse (that's how I read his quote, you can read and decide). Exclusion is not always ostracism. At times including a child in an activity might be more abusive than excluding, save allowing a young man to participate in a kayaking scouting event when he didn't know how to swim even though all of his friends are participating fully but he must sit on the beach or other sports that require physical skills to prevent injury a child might lack. Waiting until a time when the individual is truly prepared is wisdom in such cases. Spiritual and emotional skills are as important when embarking on something as important as covenant making and some may need assistance to prepare because of lacks or additional requirements in their environment. 7
