I keep trying to find a source that I feel comfortable with on this. So far, no good results.

I understand that there used to be up to 14,000 people to whom this pertained. I also understand that in some years during President Kimball's tenure, the annual number of people to obtain this blessing was well below 100. I say "understand" rather than "know" because I did not personally know or count these people.

And not all the rites need to be performed while the beneficiary is still mortal.

Well when you find it, would be most interested. I wish that I could have provided that Brother with such a source, it might have helped him considerably -- since the response he got was only accidentally correct, because it was based on complete cluelessness as to doctrine.

That's almost certainly the right amount of correctness!

I am reminded of an investigator who was asking Peter all sorts of questions. Finally, upon learning that Baptism was required for everyone, he asks "What then of those all all past times who have died without hearing of the Savior, Jesus Christ?" And Peter answered him saying, "That touches on things that I am not permitted to discuss. Nevertheless, be assured that God has in his heart to be merciful to all men."
