In addition, authorize the Relief Society Presidency to issue the callings (subject to the bishop's approval) and to perform the setting apart for those sustained. The one doing the setting a part needs to be ordained because that is how the woman being called gains access to priesthood power and authority to do her calling. But it would be kind of cool if the RS presidency did the callings.

I don't see any reason that sisters in the RS presidency couldn't function in the same way under the direction of the bishop and his keys. 4

It seems like the only authority to perform ordinances that is given to women in the temple is given out of necessity due to the intimate nature of those specific ordinances. If that is the reason that those sisters have the authority that they do (and I don't know if it's the only reason or not), that reason would not exist outside of the temple and that specific ordinance. It would all depend on whether or not the inclusion of women in that way was by design or if it was an exception allowed in the name of decorum. If it is an exception based on propriety and modesty, that could be a reason that such exceptions would not be granted under other circumstances (like with a RS presidency in the RS room). But you never know what's in store so maybe. 2

But how would polygamy include more women in leadership in the church? Or in any aspect of church really? The number of women in the church would remain the same. The number of men would have to decrease I guess. Is that what you mean? Also, as far as I can tell, allowing polygamy has not helped women be included in the church in any of the Mormon offshoots that currently allow it. It seems like they actually ended up with less power and authority in the church overall, not more. 3
