It says tithing on the donation form, and all donation types (whether tax deductible or not) appear the same on my bank statement. The church clearly considers it tithing (since members in Australia have temple recommends), and using it for humanitarian purposes seems like it could be "the work of the Lord throughout the world" to me.

Arguing that Australian saints don't pay tithing is like arguing that the Corinthian saints of 90 AD didn't pay tithing because they contributed to an organization that wasn't the Church of Jesus Christ of Latter-day Saints.

It is tithing, imo, if you are paying a tenth  (however defined in your mind) to who you believe God directs you to give it to.  And the Church can direct the tithing to who they want it to go.
