Best D&C Commentary?

I remember getting one years ago.  Referenced History of the Church so much, I bought the 50 dollar paper back set, and read them all.  That's my suggestion.

Lyndon Cook & Donald Cannon "The Far West Record" not a commentary per say but invaluable companion study as with "Kirtland Council Minute Book"

The Joseph Smith Papers has added new insights to several of Joseph Smith's revelations - BYU Studies published several articles on this.
