What is the unorganized militia? In Washington state it is every person of military age who is not in federal service. And in case of emergency, at the governor's sole discretion, he or she can call up whatever portion of the unorganized militia the governor deems necessary. And of course, the unorganized militia (like the State Guard), must report for duty with their own personal equipment and weapons, if any, since the state's weapons and equipment actually belong to the federal government and go with the National Guard when they leave. Utah has a state guard as well, but it is called the Utah State Defense Force. At this time the USDF is inactivated. It was disbanded in 2001, though all it would take is an executive order by the governor to reactivate it. Most states have a state-only organized militia organization. Not all are active.
