The instructions you linked to say they should be independent in that they report to the University President or to some senior organization or person. This is explicitly not the kind of independence you were advocating. Sorry but you're just plain wrong, they report to administrators but act independently from administration. Failure to do so would expose university to fines Edited January 20, 2017 by Johnnie Cake

It is 8 pages, where is the part about the required independence from the administration? "The Title IX coordinator’s role should be independent to avoid any potential conflicts of interest and the Title IX coordinator should report directly to the recipient’s senior leadership..." This appears to indicate they are not independent of administration, but need to be independent of conflicts of interests. It's under the title "Independence". Coordinators are university employees, report to administration but are independent from administration and their primary responsibilities is to the victim rather than the university Edited January 20, 2017 by Johnnie Cake

Thank you.

Which is why they are independent...we're going in circles. What's your point? That they're not independent? That putting universities needs above victims won't result in fines? Wrong and wrong.

The title IX coordinators work on behalf of the university to assure that the title IX mandates are upheld...its in the interest of the university to make sure that they are upheld to avoid fines but also it should be in the interest of the university to assure that its students aren't discriminated against...BYU is being investigated because it is alleged that they were putting the honor codes enforcement ahead of title IX law enforcement...which is against the law if proved. The past coordinators weren't working as independent coordinators which is why they got in trouble Edited January 20, 2017 by Johnnie Cake

This can be a good thing or a bad thing depending on that person but BYU cannot fulfill your original recommendations.
