Those verses are proceeded with statements about the voice of the Lord and His authority going forward throughout the earth. In verses 8 & 9, I believe he is referring to our (future) responsibility as the earthly custodians of the sealing power. 2

Those who are willing to hear the missionaries' message, exercise faith in Christ, believe in the Restoration, go through the process of repentance, receive these two ordinances, and then endure to the end are promised (i.e. sealed) to obtain salvation with God. Those who reject and/or rebel against the gospel, after it has been presented, are left in state where no promise of eternal life is possible until they do repent and receive the gospel at the hands of the Lord's duly authorized priesthood holders. Those who accept recieve the promise (the Lord's word of bond); those who reject or rebel have no promise of the Lord. And so we see the missionaries -- even as far back as the year 1830 -- have the power and authority to extend to the children of men the Lord's sworn promise (word of bond) of salvation to all who receive the gospel, as well as the Lord's sworn warning of exclusion to those who will not receive and believe the gospel.
