Civil Marriage & Sealing

Does anyone know if a temple worthy person can have a civil marriage ceremony in the community and then the same day also get sealed in a temple? If not possible, does it have something to do with the civil ceremony not being recorded yet?

Don't the temple representatives have to verify whether indeed the couple had already been married? Typically, I understand they would look it up in a data base to verify. But how would they do this if the marriage had taken place just a couple of hours earlier?

My daughter got sealed a couple of weeks after her marriage. She was given her marriage certificate right away, they mailed a part to the state and took the other part to the temple. Later the state mailed the record of marriage.
