Thankfully, this is all largely symbolic in the end as none of it will trump God's final judgment against a mass murderer.  No posthumous reversal of excommunication and restoration of priesthood blessings based on faulty information will take him out of hell (spirit prison) if that is where he belongs.

I'm getting to this really late, but I think the church's standard practice nowadays is to reverse the excommunication of all former members posthumously. My late wife's first husband was exed (justly), but eventually he was rebaptized by proxy. 

I think this has something to do with the fact that in mortality we don't know the repentance status of those who are in the Spirit World.
