I believe if this kingdom has a temporal time limit as scripture indicates then those spirits who are to come here would have to be finite as well.  There will be a last person born into mortality before the earth receives its paradisical glory.

But of course this is not the only earthly kingdom in existence and infinite time for new kingdoms and births.
