City of Zion

So I'm sure a lot of us are familiar with the Plat of Zion layout Joseph Smith revealed should be used in the building of Zion. I'm not sure if it was received by direct revelation, simply inspired, or perhaps the Lord asked him to build Zion and Joseph took an initiative. Whatever the case might be I really do agree with what the Plat was intending to accomplish and I wish we had stuck with the original layout and plan. Salt Lake and other "mormon" centers follow the familiar block layout, but in my opinion have lost a lot of the flavor I think the original plat was intending. 

I can't source the story but what I heard was the Joseph was inspired by the Prophecy of Enoch he had recently been translating and took it up with the Lord for further clarification. He then drew up the plan (with a later corrected version) and sent it off. 

SO now I get to the point of the post. From the belief of the early leaders the City of Enoch was literally lifted away from the earth and taken away. I've heard the idea that the city itself became a temple and was thus laid out in concentric circles. I've also heard that the they were given more temple ordinances that enabled them to be translated. A lot of people I meet simple say that it was the righteous of the people that caused them to be removed and while I agree with that, it doesn't seem to be Gods way of doing things (though I'm sure He could if he wanted to). He always has an order and ordinances attached to His plans that enable the people to accomplish His/their goal. 

My main thought is if anything needed to be done in order to make the a city ready to be removed? and if the Plat of Zion was pure revelation then was it a place holder for more or does God not care as much about the layout as I think He would?
