For behold, there are many worlds that have passed away by the word of my power. And there are many that now stand, and innumerable are they unto man; but all things are numbered unto me, for they are mine and I know them. Also relevant: Quote 38 And as one earth shall pass away, and the heavens thereof even so shall another come; and there is no end to my works, neither to my words. --- I assume it simply means that there have been many worlds that have gone through the process of eternal progression and, as we as humans pass away in terms of mortality, these worlds do as well and move on to higher states of existences. And God is continually working with these worlds in order to bring to pass the mortality and eternal life of his children. Here is an old New Era article from the 70s, it doesn't specifically address your question but it moves around the topic.
