They are American, and Kosovars love the United States, thanks to its support for ending the 1999 war. A statue of Bill Clinton greets people entering Pristina, and some locals jest that Kosovo should become the 51st U.S. state.

My dad was working in Kosovo on 9-11 and said they held a pro-US rally afterwards. I don't think he knew any other LDS there.
