The new bishop contacts former bishop and what they talk about is confidential. When one has fulfilled the terms of their disfellowshipment the check mark is removed and no further record of it exists.Your membership record is accessible by the bishopric and ward clerk only and is not visible to any other users. It then becomes a bishop to bishop confidential communication each time they move. Keeps one from moving and moving to loose their problem and then become a danger to kids again.. If he is in full fellowship, he is not to have a calling relating to children or youth. The notation can be removed only by the First Presidency, otherwise, it will stay there forever. This record is only accessible to the bishopric.
