It was not a key line.  It was commentary that was added to Joseph Smith's quote.

 

A similar teaching is found in the church's history.
 
"In order to understand the subject of the dead, for consolation of those who mourn for the
loss of their friends, it is necessary we should understand the character and being of God
and how He came to be so; for I am going to tell you how God came to be God. We have
imagined and supposed that God was God from all eternity. I will refute that idea, and take
away the veil, so that you may see" (History of the Church, volume 6).
 
It seems more than just commentary ... like a very uplifting example of how, according to
LDS theology, men can look to their exemplar Heavenly Father who once a man like them
became exalted to a God, and get encouragement from that.

How is the quote significantly dfferent from the commentary? Why does it need to be said twice. The purpose of the manual was to remove redundancy, focus more on scripture support, in part to avoid distraction...it being a beginning class. This is a prime example of how it was well done.
