Good question. I just checked some online commentaries and each of them referred to constructing and "deconstructing" buildings, specifically homes.

Going from pure revelation, I suspect one possible meaning might have to do with the casting of stones as lots to discern the will of G-d.

Don't know about the gathering part, except that you have to gather before you can throw again.

I wonder if the second part of the passage is a reiterating of the meaning behind the part about stones (i.e. a time to embrace, and a time to refrain), or if it's just how translators/formaters decided to pair it?

Going from pure revelation, I suspect one possible meaning might have to do with the casting of stones as lots to discern the will of G-d.
