The council minutes about the 77 foot cross can be found at https://vegaspublic.cmgcc.cloud/CMWebDrawer/RecordHtml/850930.  It is agenda item no 34.  Interestingly, the minutes do say that the 77 foot cross does comply with the code, but the council felt it was a little excessive.

I haven't yet found any minutes on the 85 foot tower but I found an article describing it - https://lasvegassun.com/news/2008/dec/10/decision-new-international-church-facility-delayed/.  The tower isn't a steeple.  It is a tower that you can climb up into and have a prayer setting.  It has windows and is 15% of the total building size.  So it is very different from a steeple.

  The group pointed out how a similar scenario in Fairview, Texas ended in compromise. After residents expressed concerns over the size of a proposed LDS temple, the church agreed to drop the height of the temple by 54 feet, and the square footage shrank by 33%."

 

** The Church already made concessions concerning the original issues raised about the House of the Lord at Lone Mountain.

  Fairview, Texas has reneged on their promises made during the Texas compromise, necessitating that the Church reluctantly take that city to court.

  This is all smoke and mirrors by this group. **
