The council minutes about the 77 foot cross can be found at https://vegaspublic.cmgcc.cloud/CMWebDrawer/RecordHtml/850930. It is agenda item no 34. Interestingly, the minutes do say that the 77 foot cross does comply with the code, but the council felt it was a little excessive. I haven't yet found any minutes on the 85 foot tower but I found an article describing it - https://lasvegassun.com/news/2008/dec/10/decision-new-international-church-facility-delayed/. The tower isn't a steeple. It is a tower that you can climb up into and have a prayer setting. It has windows and is 15% of the total building size. So it is very different from a steeple.
