Ye are the children of the covenant

I had some questions on this section of the manual.

This section covers 3 Nephi chapters 20-26.

3 Nephi 21:8-10 says, "And when that day shall come, it shall come to pass that kings shall 
shut their mouths; for that which had not been told them shall they see; and that which they 
had not heard shall they consider.  For in that day, for my sake shall the Father work a work, 
which shall be a great and a marvelous work among them; and there shall be among them those 
who will not believe it, although a man shall declare it unto them
". 

When I look at the seminary teacher manual, it infers that day is a time around 1830 and the 
servant is Joseph Smith.

What I don't understand is who the 'kings' mentioned in verse 8 are?   Are they literal Kings,
Presidents, or Prime Ministers in our world who would shut their mouths or does this prophecy 
not apply to countries which don't have a King?

All we need to do is ask ourselves if there were any kings at that time who saw and considered that work of our Father, even if they did not believe what they saw and considered.  And the answer is Yes there were kings at that time, in those days, both living and dead (but still living on this planet as spirits).
