I hope that isn't true! I've performed marriages where neither the bride nor the groom were LDS. When performing a civil marriage involving LDS member, you need to get First Presidency approval to perform it if neither person lives in your ward. I've done that as well. But I've never read or seen anywhere that LDS bishops aren't authorized by the Church to perform marriages for non-LDS, if they want him to. Civilly, he's just as authorized as the justice of the peace.
