When Did The Holy Ghost Become A Personage In The Godhead?

Is it a teaching of the LDS Church that the Holy Spirit is a child of heavenly parents

or does it just speculate on his identity?

It is a teaching of the LDS Church, but I don't know or remember which book or address I read with that teaching in it.

Everybody is a child of somebody, otherwise they would be only a part of their parents unborn.
