There was a time that stake and unit size was shrinking (compare stake size in early church where stake presidents would speak at general conference). There is a critical mass for sustainable activity where the members dont burn out. Burn out used to be a major problem -- not as much now Fecundity accounts for much of the growth but this has markedly decreased. There used to be a lot of talk that growth was evidence if truth. And logarhythmic growth. Bandwagon is a string motivator.
