What is the "fulness of the Holy Ghost" that is referred to in this verse?

It is the fulness of the Holy Ghost. It is to be baptized by fire, and be filled with the light and love of God, partaking of the divine nature, becoming a saint, being one with God, and so forth.

Having fullness of the Holy Ghost dovetails very nicely with D&C 93 in the sense that as we obey God we grow closer to Him, and as God is the Sprit of Truth we therefore have more truth and a more perfect knowledge.

I think it's having the mind of Christ... our goal as Christians.

I Cor. 2:16 - "we have the mind of Christ"

Maybe "the fullness of the Holy Ghost is related to the symbolism of the seals in Revelations...

(Some terms I learned from Putting on the Mind of Christ by Jim Marion... Those of you into psychology may notice similarities of spiral dynamics... like Freud theory or Erikson's stages of development.)

1st seal, a crown is given - birth/life - Archaic & Magical Consciousness (codependence on beliefs - good or bad)

2nd seal, a sword is given - Mythic Consciousness (Conformist in discerning good/evil - religious war mentality)

3rd seal, balances are had - Rational Consciousness level (questioning beliefs)

4th seal - power was given -- Vision-Logic Consciousness (can see many perspectives)

5th seal - Shown souls who were slain for the word of God - Psychic/Spirit Consciousness (fears conquered for love)

6th seal - earthquakes, sun black, stars fall - Dark night of the senses, (We see our imperfections - bursts our egotistical bubble)

7th seal - silence, then "all hell breaks loose" with wars & plagues - Dark Night/Confronting Shadow Self- (Confronting "feelings buried alive")

Christ reigns - Spiritual union with God, Our Creators - Christ Consciousness

Personally, I don't think we just go up these stages like a ladder. I think, they are more integral.

Also Ken Wilbur promotes & teaches this view. He also says, concerning spiritual development, "The higher you climb, the more the ladder sways" -- true that.

I think it means the same thing as being “full of the Holy Ghost” in the following verses:

Luke 4:

1 And Jesus being full of the Holy Ghost returned from Jordan, and was led by the Spirit into the wilderness,

Acts 6:

3 Wherefore, brethren, look ye out among you seven men of honest report, full of the Holy Ghost and wisdom, whom we may appoint over this business.

5 And the saying pleased the whole multitude: and they chose Stephen, a man full of faith and of the Holy Ghost, and Philip, and Prochorus, and Nicanor, and Timon, and Parmenas, and Nicolas a proselyte of Antioch

Acts 7:

55 But he, being full of the Holy Ghost, looked up stedfastly into heaven, and saw the glory of God, and Jesus standing on the right hand of God,

Acts 11:

24 For he was a good man, and full of the Holy Ghost and of faith: and much people was added unto the Lord.

D&C 107:

56 And Adam stood up in the midst of the congregation; and, notwithstanding he was bowed down with age, being full of the Holy Ghost, predicted whatsoever should befall his posterity unto the latest generation.

When the Savior says "to him will the Father give the Holy Ghost, like unto me" this has a specific meaning.

34 For he whom God hath sent ^aspeaketh the words of God: ^bfor God giveth him [Christ] not the Spirit by measure for he dwelleth in him, even the fullness. (JST)

Anyone that comes to Christ with their own best efforts have a "portion" of the Holy Ghost, but only those with God's authority, power, and priesthood have access to the "fullness" of the Holy Ghost, just as we have access to the fullness of the Gospel.

The fullness of the Holy Ghost exists only with those authorized to receive it.

Some can come very close to the fullness on their own, but they are few and far between, and many more fall short. But with the Lords actual Priesthood, that spirit is able to flow more fully and more perfectly to even greater numbers of the body of Christ. In fact, this was one thing that attracted me to the Church initially compared to other religions. I saw a religion that helped the "majority" be as Christ would want people to be, rather than simply a select elite in the religion. I saw that occurring both because of the structure and system, but also because of the spirit that permeated the people and religion.
