What is being said here is that the Muslims are to fight the Meccans, but not be the aggressors--that is, don't initiate hostilities. Then comes verse 2:191:

Understanding this context allows you to see what is going on in 9:5 which I believe you quoted.

Clearly this is not a universal command, but is related to a specific time and situation in the war between the Muslims and the Meccans. That is, when this passage was given it was the sacred months so they could not fight, but when the sacred months were over they should start fighting the war again. Notice, too, that the term is mu
