Book 1 which most can see in regards to PH leadership for their learning and the other is for the Bishop on how to handle internal matters. It s asked by the Presidency via the Lord to keep within the boundaries of the church.it is not open for the public. What part of sacredness do you not understand? What part of the laws of obedience do you not understand? Go back to Temple and learn something. Too bad so sad for the public. Commit and join the church. The one day in a position of leadership you can view.You guys go around handing out your bank statements for the public to view? Geez!

It also does not seem like an 'extra action'... it does seem, if I follow your view, like an unnecessary action to keep people from getting it.

The reason it is not published and distributed to everyone is simple, the CHOI is a procedural manual for church leadershp. It is not a book of secret doctrine.Publication cost are better spent in other places. At any time you have a procedural question ask the bishop and he will let you look at it.

You will find that the CHOI has been blocked from being published on line by the Church. Several ex-Mormons tried to do such and were served with legal action. The church deems the CHOI as sacred and not viewable to the public. It has nothing to do with publication costs.
