Foreign Language Branch and Stake High Councilman policy question

Curious - for foreign language branches whose boundaries span multiple stakes (sometimes multiple missions as well) would it help if a stake high councilman from each stake within the branches' boundaries were called to the branch? Example: Two stakes in Chicago = the boundaries of a foreign language branch, and each stake has a high councilman attend the branch. 

Seems like it might help for awareness and inviting / calling people who speak that language to attend or serve in the branch for a year or two.

Have you all seen anything like that? Would you like to see something like that? Why isn't that the current policy? Should it be? 

And yes, I understand I'm not in a position to make suggestions to update policy.

By “serve” do you mean the high councilors are assigned to support the language unit or that they move their records into the unit? The former currently happens in my stake, but the high councilors don’t move their records. There may be some members asked to attend the language branch because they speak the language and the unit needs leadership, but those are callings in unit leadership (ie branch presidency or RS presidency) and not high councilors. 
 

In my stake the same anpproach applies to the young singles ward which we share with another stake. The bishop and his wife are called to move into the ward (their kids are grown). The high councilors are only assigned to support (their records stay in their home units) and both stakes have assigned high councilors.
