Well, apparently, the writers of a song presentation praising the PRC state-run electrical utility did a kind of ripoff of some shtick from the Book of Mormon musical. Here's the video, it's only about 6 minutes long. The vital part of the video occurs somewhere around the middle, but to get the entire context, you should watch it from the beginning.
