I take this passage to be descriptive of how people will behave in the Millennium, not necessarily how the righteous must behave in the times leading up to it. Until then, God’s children would be fortunate to have the Holy Ghost, a prophet and other fruits of the keys of the restored gospel to inform and lead them in preventing, responding to, controlling or using violence or the instruments of violence. Examples abound in the Book of Mormon.
