When the Church was first organized and incorporated, there were those who were elders but who also were not apostles.Like whom? That the terms "elder" and "apostle" were used interchangeably is demonstrated in many documents, including the earliest version of D&C 20 ("An Apostle is an Elder & it is his calling to Baptize & to ordain other Elders Priest Teachers & Deacons & to administer the flesh & blood of Christ according to the scriptures...."). The earliest version of D&C 21 states, "Wherefore it behooveth me that he should be ordained by you Oliver mine Apostle this being an Ordinance unto you that ye are an Elder...."
