Please Clarify 'Race Baiting'

Nemesis (or any mod), would you please clarify the term, "race baiting". I am unfamiliar with the term. I understand making racial remarks and why that would be offensive, but am unsure what constitutes race baiting.

Just wanted to add I don't think that definition is correct.

A good way to define it is as using racial topics in a manner to score polemical points and in a way of manipulating race topics for personal/political gain.
