Who told John to baptize with water?

John 1:33

I did not know him, but he who sent me to baptize in water had told me,

"When you see the Spirit coming down upon someone and resting upon

him, you will know that this is he who is to baptize in the Holy Spirit."

I saw it myself, and I have borne witness. This is God's Chosen One.

Luk 1:15 For he shall be great in the sight of the Lord, and shall drink neither wine nor strong drink; and he shall be filled with the Holy Ghost, even from his mother's womb.

Luk 1:16 And many of the children of Israel shall he turn to the Lord their God.

Luk 1:17 And he shall go before him in the spirit and power of Elias, to turn the hearts of the fathers to the children, and the disobedient to the wisdom of the just; to make ready a people prepared for the Lord.

Luk 1:18 And Zacharias said unto the angel, Whereby shall I know this? for I am an old man, and my wife well stricken in years.

Luk 1:19 And the angel answering said unto him, I am Gabriel, that stand in the presence of God; and am sent to speak unto thee, and to shew thee these glad tidings.

I see John the Baptist had to keep the WOW too. Didn't he ever get mad when he saw his cousin drink it up and he couldn't have any?

On further reflection, it seems to me that it most likely was the Father who sent John to baptize in water.

John starts out saying, "I did not know him[the Lord]"; that is, he didn't know who the person was that would baptize with the Holy Spirit. The sign that would be given to John that this person was before him was to see the Spirit resting upon this person. This person would be the one who would baptize with the Holy Spirit. John, having been given this instruction, witnessed to the people:

Mat 3:11 I indeed baptize you with water unto repentance: but he that cometh after me is mightier than I, whose shoes I am not worthy to bear: he shall baptize you with the Holy Ghost, and [with] fire:

The problem with this scenario where John reportedly said, "I did not know him...", is that John appeared to recognized Jesus as the Chosen One before John actually baptized him and before John saw the Holy Spirit resting upon the Lord.

Mat 3:13 Then cometh Jesus from Galilee to Jordan unto John, to be baptized of him.

Mat 3:14 But John forbad him, saying, I have need to be baptized of thee, and comest thou to me?

It was after John baptized the Lord that the sign was given to John that Jesus was "God's Chosen One".

Mat 3:16 And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he [John] saw the Spirit of God descending like a dove, and lighting upon him [Jesus]:

John, having seen the sign of the Holy Spirit resting on the Lord, knew Jesus was the One he had been told about by "he who sent me to baptize in water"; but it appears that the Father Himself confirmed to John that Jesus was indeed the Chosen One when the Father said:

Mat 3:17 ...This is my beloved Son...

That the Father saying "This is my beloved Son..." was intended for John's benefit, and that John heard that witness, seems to be borne out by a similar experience Peter, James, and John had on the Mount of Transfiguration.

Mat 17:5 While he [Peter] yet spake, behold, a bright cloud overshadowed them: and behold a voice out of the cloud, which said, This is my beloved Son, in whom I am well pleased; hear ye him.

Mat 17:6 And when the disciples heard [it], they fell on their face, and were sore afraid

It makes sense that the Father was "he who sent" John to baptize with water and who gave John the sign to watch for and then confirmed that sign by His personal witness, saying in effect, "This is the man I told you would come; He is the Chosen one."
