That’s the way they did it for my brother a couple of decades ago.  My sister sat in for my mom (which is likely the only reason why I remember as I don’t remember mine or my son’s) as Mom and my other sister was with Dad in the hospital with brain surgery (it wasn’t likely life threatening, being practical and not wanting to waste effort and money and relatives traveling, they insisted the wedding go ahead).

He shared that a couple of sisters expressed to him that it didn't feel right that sisters could be witnesses.

The only complaint I had was when my daughter asked me to be a witness to her sealing, the temple told us that they don't have witnesses sit in the witness chairs anymore.  I didn't care about being in the chair. It just bothered me that the chairs were important till women could sit in them.  Especially since the chairs were still there, but now were empty.

This must be unique to that temple. I currently serve in a temple, and have served during sealings several times. Temple workers who help with sealings rotate between being proxies and witnesses in just one 1/2 hour session. Witnesses, whether sisters or brothers, are invited to sit in the chairs.

I wonder if a live sealing is different.
