I found something online called "The Joseph Smith Bible Commentary."

Is anyone familure with it, and does anyone now how authoritative it is?

There is nothing by that title. There is a book "Joseph Smith's Commentary on the Bible" which has a editor selecting quotations where Joseph Smith commented on Bible scriptures - but that will give you a shotgun approach without any good connecting information. However, as compilations go, it does bring a lot of information together according to the selection theme. Just remember that none of it was intended to be anything like what we would think of a commentary on the Bible.

I don't mind the shotgun approach, but is it reliable?

If it says that Joseph Smith said something, is it safe to say he said it?

I ordered a used copy for only $3.99, but I'd still like to know if this commentary is reliable.

I believe that you can expect that it accurately quotes its sources (with the caveat that pretty much all books have inadvertent mistakes in them). However, the History of the Church is one of the sources, and that is often what was ascribed to Joseph. If your interests are general, then it should be helpful. If you are trying to get at historically attributable statements, you are in the realm of historical research and need to become more familiar with the literature. That is a bit beyond my field, so I don't know where to recommend that you go from here.
